Thunderbird regularly crashes for me when a new email is opened or about to be sent (obviously losing the email I just wrote unless it was opened long enough to be backed up in drafts) - after successfully sending some dozen or more other emails.
Does it happen in safe mode - https://support.mozilla.org/en-US/kb/safe-mode ?

What precisely do you mean by "about to be sent"?  Do you mean you clicked send and it was in the process of being sent?
What precisely do you mean by "a new email is opened"?  Does that mean you haven't even typed anything into the message window?

Correct - when I click reply or new message the new window will flash open and then crash.   Alternately, when I click send after typing in a message, it will instantly crash.
At the time you reported the crash, version 38.1.0 was already one year old. That's quite behind.

Please try version 45 in safe mode and post your results. Preferably from https://www.mozilla.org/en-US/thunderbird/

I need to upgrade Fedora before I can upgrade Thunderbird.  

I can confirm that Thunderbird does not crash in safe-mode.  The only add-ons I have are Enigmail 1.9.3 and Lightning 4.7.4.   Any thing else I can check?

Perhaps https://www.rpmfind.net/linux/rpm2html/search.php?query=thunderbird can be used?

I wonder why the crash comes from nspr and do you use thunderbird from mozilla.com or Fedora package?

I have upgraded TB to 45.4.0 on F23.  Enigmail was upgraded to 1.9.6.1 and Lightning did not change.   I have sent out a couple dozen emails now and NO CRASH!  crossing my fingers this is fixed...

I am sorry to say that it eventually crashed on me again, and another time after that.   I disabled the Enigmail add-on ( which I have not been using lately) and it is definitely now not crashing any more.
