This bug is about uploading a video using the Upload Video item on the New/Upload menu.
If the upload attempt fails, a pink dialog box is presented informing the user and offering a "Reupload" button.
There are several problems:
1 - Clicking the Reupload button does not hide the dialog box.
2 - The upload progress bar does not appear until the file is 1% uploaded. On slow connections this can be tens of seconds.
3 - The combination of 1 & 2 means that there is no indication anything is happening, and if the user clicks the button more than once, another upload starts for each click.
4 - The annoying part: While the upload is in progress the progress bar appears and disappears several times a second, causing the rest of the content (including the now unnecessary pink dialog box) to bounce up and down on the screen.

The original bug description and the video attached in comment 1 were created under very challenging network conditions. In order to reproduce the problem with a stable network connection it may be necessary to disconnect the test machine from the network for several seconds to induce an upload failure.
