1281768 - [fr] Include Qwant in the list of Fennec searchplugins

We need to add Qwant to the list of shipping searchplugins for Fennec in French.

For now it's central only, but we'll need to uplift later to Aurora and Beta. Bug 1264705 has the full discussion.

I'd also like feedback on the next Nightly build, to confirm that everything works as expected.

Latest Nightly looks good.
However search suggestions don’t work with Qwant (nothing suggested at all), not sure if they were supposed to be working or not?
