1281822 - Investigate removing in-memory non-persistent notification map

In the `NotificationHelper` we keep a map of ids for the  non-persistent notifications we receive (mClearableNotifications). It seems to be so that we only remove these notifications and not any persistent ones which should stay when Gecko isn't running.
More investigation could be done before deciding to remove this.
