Our development and test environments need to support AWS S3 attachment storage if we are going to enable this feature on production.

Install the old/original django-storages and new boto libraries to enable support for reviewboard attachment storage in AWS S3. The django-storages version is the same version tested by the reviewboard devs themselves and is known to work.
