Details
Using Mozilla 0.9.8 (Build ID: 2002022703) on Windows NT 4.0 Service pack 6:
- You can't file new bookmarks using the "File Bookmark" option in the bookmark
menu. It works if you file the bookmark in the defaults folders but not in the
user's created.
- In the bookmark manager, you can't drag bookmarks in others folders than
defaults folders.
- In the bookmarks menu the arrows in top and bottom of the list just doesn't
work. So it is impossible to see the rest of the bookmark's list.
Hope it's clear.

Possibly related? I created a new folder in my personal toolbar and dragged an
existing folder containing bookmarks into it. This folder (and the bookmarks
inside) vanished... replaced by an "(Empty)" entry. I subsequently added a
bookmark to this folder and another folder. The folder now contains (Empty),
Bookmark, Folder when you pop it up.

Please try to keep it to one issue per bug report. I see 4 seperate issues in
this report:
1. File Bookmarks doesn't work.
2. Can't drag bookmarks into folders.
Both work for me.
3. Can't scroll bookmarks list: this is bug 124485.
4. (Empty) menu item: this is bug 79411.
Alexandre, please provide more information like complete steps to reproduce.
Consult http://www.mozilla.org/quality/bug-writing-guidelines.html if you have
any doubts.
Summary: Deletion of bookmarks of impossibility to file them → Can't file/drag bookmarks

try a new profile and delete those bookmarks in it, then do File > import
bookmarks.html from your other profile.. that should fix all your XUL problems..
