Steps to reproduce:

Create a bookmark for the location about:downloads, and check the option "load this bookmark in the sidebar". Open the bookmark, download something, right click the download once completed. Note that this behaviour is not the same when viewing the about:downloads page in the main browser window, only the sidebar view is affected.


Actual results:

Last option on the context menu is "Clear Downloads". This is always greyed out and unavailable even when all downloads are completed/cancelled.

Last option on the context menu is "Clear Downloads". This should not be greyed out when all downloads are completed/cancelled.

I would like to add that I experienced the same "Clear Downloads link being grayed out" issue even though I access the 'about:downloads' page from the stock toolbar icon. I just updated to 47.0.1 on Win7x64 and still experience the same issue, intermittently. If I refresh the 'about:downloads' page/tab, the 'Clear Downloads' link becomes available.
