1282396 - 5-7% tart windows8/linux64/winxp slope creep on uplift of firefox 49 to aurora

more slope creep coming from the uplift, this time on win8 tart.  the 5-7% is the percent reported on the uplift, I suspect 2-3% of that is related to vs2015.
