12824 - [PP] Japanese form widgets move around

This is separate from bug 4348.

Steps of reproduce
1. Put the following 2 lines in the pref.js
    user_pref("nglayout.compatibility.mode", 1);
    user_pref("nglayout.widget.mode", 2);
2. Launch Apprunner
3. Go to the above URL
4. Look at the selection widget
   Japanese items are displayed correctly.
5. Use the scroll to see the bottom of the window
    The selection widget moves.

Tested 8-30 Mac build.  This does not happen in Windows and Linux builds.

I couldn't reproduce this with 08-30-09-M10 Mac bld.

Oops, I take that back - now I see it. Content of the dropdown is fixed on the
lower lefthand corner and doesn't move as the page is scrolled down or up.
