Not all tier-2 jobs are tier-2 according to task definitions

There are two ways that tasks can be declared as "tier-2". One is via the Taskcluster task configuration containing something like: extra: treeherder: tier: 2 The other is via the Sheriffing tab in Treeherder. I'm told that Treeherder inherits the tier definition from Taskcluster, but Taskcluster doesn't know about Treeherder's classifications. Since we want to make a decision about index rank according to tier in bug 1274311, we need to make sure all tier-2 Taskcluster tasks specify their tier explicitly.
