I've lost the ability to create new folders on my IMAP account (from Win2k and
XP) using builds >200202603 (although it could have been much earlier as I
haven't had to create a new folder in a while).

To reproduce problem: open mail account, right click on any folder and select
either "new folder" or "new subfolder", put in name of a new folder, click OK,
and nothing happens - no error, but also no new folder.
