create-test-env now requires node.js with the following npm packages installed:
- less
- uglify-js

it also requires 'gettext' (should already be present on most linux distros).

i'm not confident when it comes to jenkins, so i'd appreciate it if you could check my changes rwood.

i've:
- installed the jenkins nodejs plugin
- added a nodejs installation 'mozreview-js' via /configureTools
- selected 'mozreview-js' in the build env for 'mozreviewci-nd' and 'mozreviewci-rb'

Thanks :glob. I installed node, npm, and the required packages directly on the AWS mozreviewci box itself outside of jenkins, that way there's less complexity dealing with jenkins plugins.
