I'm not sure if this was accidental or not, but I notice that Android 4.3 API15+ opt and debug builds currently run only on mozilla-central and try -- not on mozilla-inbound, etc.
We should run on all branches before bumping these jobs to tier 1 and disabling the buildbot jobs.
