Reproducible: Always

Steps to Reproduce:
1. Go to http://validator.w3.org/file-upload.html
2. Upload a file to be validated
3. Try to rename the file

Expected Results: The file is renamed.

Actual Results: The file cannot be renamed because it is still opened by
Mozilla. You must close the window that contained the form the file was uploaded
from. Closing the tab is not sufficient!

I first noticed this bug in the 2002022808 build on Windows 98. It is important
for Mozilla to close the file because many text editors save changes by first
renaming the original file and writing a new one -- with this bug I must close
the Window each time I edit the file to make it valid HTML.
