I've landed a patch stack in bug 1741469 to turn off the behavior from bug 1261673 (which this bug here was filed to iterate on).
So we might want to consider this bug here 'wontfix', perhaps? Unless there's a strong push at some point to reenable some sort of improved version of the code that I'm disabling (ideally motivated by some interop analysis; as noted in bug 1741469, I couldn't find any other browser that implemented this behavior.)
