I noticed this on the live website as well. When a user arrives at the main home/index page the Languages menu item is not shown. It's only when you start clicking around the website does the Languages menu item show. 

Personally, if I wanted to change the language the website is showing in I would want to have that ability right from the home/index page. And I would want to know right from the home page that I can do something like that.

What problems would this solve?

I found it a bit confusing to have the Languages menu item just show up somewhere else in the website, but not on the home page. I immediately wondered why I didn't see it on the home page. 

Usually all major menu features are on the home page so that is what people are used too seeing. It gives users a glance at the functionality and info on the webpage from the start. So, when a major feature like the Languages menu item is not on the home page, but shows up most everywhere else it's kind of inconsistent and a bit confusing.

They would see an option to change the language on the home/index page.

It would be immediately noticed that they have the option to change the language of the website on the home/index page.

Hey Jules, there is a language switcher at the bottom of the page.

Hi Kadir.

Funny, I didn't see the one at the bottom. However, for consistency there needs to be the Languages drop down menu at the top of the page still. It makes for a better user experience.
