Before bug 1281077, it was possible for system add-ons to be user disabled via the AddonManager API. This meant features like about:performance could allow users to disable them, without any UI to re-enable (bug 1260450).
We should check periodically that there are no user disabled system add-ons. When we do set changes would be a good time to do this (this happens both on Firefox update and also when we serve an out-of-band update set).

I can't find any of these in Telemetry. I don't think remediation is necessary.
