[Affected platforms]:

[Steps to reproduce]:
1. Open several tabs
2. Drag and drop a tab in the title bar (above itself)
3. Drag a tab in the tab bar

[Expected result]:
- Tab preview displayed properly

[Actual result]:
- No more tab preview

[Regression range]:
- TBD, doesn't repro on 47.0.1

[Additional notes]:
- linux only
Probably worth testing to see if this is reproducible with e10s both on and off.
This is somewhat of a primary UI mechanism (and a regression), so I don't think it's a P5.

Actually this is only reproducible with e10s ON.
On nightly 2015-01-01 there is no tab preview at all, e10s ON.
On nightly 2016-02-01, this bug reproduces.
So, I'm not sure if tab preview has ever worked properly.
