Probably worth testing to see if this is reproducible with e10s both on and off.
This is somewhat of a primary UI mechanism (and a regression), so I don't think it's a P5.

Actually this is only reproducible with e10s ON. On nightly 2015-01-01 there is no tab preview at all, e10s ON. On nightly 2016-02-01, this bug reproduces. So, I'm not sure if tab preview has ever worked properly.

I am not able to reproduce the issue on Ubuntu 24.04 using FF build 131.0b9.
