Details

Regression in the latest nightly build (2002022821).

The first time (after starting mozilla) that I click on the new message button
or select File -> New Message, I get a new message.  After that I get a download
dialog box for messangercompose.xul.

You have chosen to download a file of type: "XML-Based User Interface Language"
[mozilla.appliaction/cached-xul] from
chrome://messenger/content/messengercompose/
What should Mozilla do with this file?
[ ] Open using an application [Choose...]
[o] Save this file to disk

Something to do with how mime types from cache are now handled?
Which theme/skin are you using? Try the modern theme.
I was using a theme called "wood".  It doesn't appear to occur with the modern
theme.  It hadn't occured to me that this might be theme specific.  Makes this a
little bit less critical.
