User Story

Automation for l10n.m.o should:

- listen to pulse for changes to hg.m.o
- feed that data into a local rabbit
- process the changes to schedule compare-locales on local rabbit
- execute compare-locales on local rabbit
- put results
-- into mysql
-- and elasticsearch

To be proven: kibana is good enough for logging.
We need to get rid of buildbot for the automation behind l10n.m.o, let's move to queues, amqp stuff.
