Once we have LSan covering everything, we should merge it back together with ASan. Then we should remove the memleak.sh test runs, and remove valgrind from the Docker image.

This patch does: 1) Remove LSan Runs 2) Enable LSan for ASan runs 3) Disable LSan for CRMF and FIPS (for now) 4) Use TC_IMAGE to denote the docker image version, so I don't have to change it in all the files every time 5) Remove valgrind from the docker image Here's a try run with failures, to check that I really turned on LSan: https://treeherder.mozilla.org/#/jobs?repo=nss-try&revision=f9f9ce7de8b7cdd417191071a8b607cb5c03a639 Here's a try run with the new docker image and LSan turned off for CMRF and FIPS: https://treeherder.mozilla.org/#/jobs?repo=nss-try&revision=9eec095c6dbeae8b345f354ced2b236e567b17da
