Once we have LSan covering everything, we should merge it back together with ASan. Then we should remove the memleak.sh test runs, and remove valgrind from the Docker image.

This patch does:
1) Remove LSan Runs
2) Enable LSan for ASan runs
3) Disable LSan for CRMF and FIPS (for now)
4) Use TC_IMAGE to denote the docker image version, so I don't have to change it in all the files every time
5) Remove valgrind from the docker image
Here's a try run with failures, to check that I really turned on LSan:
