The CloudAMQP addon on Heroku has a plugins page, which allows the enabling/disabling of the official rabbitmq plugins.
Some are enabled by default, some not.
However (a) the UI doesn't make the defaults clear, and (b) the plugins list doesn't link to information about each plugin, so it's hard to know what each of them does (some are explained on https://www.rabbitmq.com/plugins.html).
I'll file a ticket against CloudAMQP for (a) and (b), and in this bug figure out which plugins to enable on treeherder-{heroku,stage,prod}.
Ideally there would also be a way to more easily sync changes between each CloudAMQP config page, I'll likely also file a ticket for that too.

Meant to say: Some of the enabled-by-default plugins add support for additional protocols, which if we're not using would be good to disable, to reduce attack surface.
