[Testing Steps] 0. Paired Fennec and TV 1. Launch Browser app 2. Open "http://www.autoartmodels.com" web page 3. I don't have nexus player now. But I can't reproduce this on b2g-desktop. From my test, you should move mouse cursor in the web content, the scroll event will be sent to cursor position. Maybe you can try again to see if the cursor is in tool bar makes the scroll to zoom-in?

This issue is not just page zoom in, it's already under page scrolling but with zoom in-ed page
The physical mouse wheel can't work on FxOS TV, so I can't compare it with remote-control service. Investigate the event received in browser may be a start point to debug.
