When running recent builds of mozilla with profiles that have been created prior
to the landing of "Improved IE Favorites Handling," the user is left with two
"Imported IE Favorites" folders, the old Dynamic folder from their
bookmarks.html file and the new one-off imported folder. 

With the one-off imported folder superseding the dynamic root at present, it
would be appropriate to remove the dynamic root at the time when the static root
is added, so as to avoid having two Imported IE Favorites folders.
