We don't ask for a retry when the client doesn't provide a compatible share, we just barf. We should send HRR instead.

ekr: http://codereview.appspot.com/301480043 Took a little while to reach the point where I think that there are tests that cover the basic cases. There are probably a few more tests to add to get branch coverage on the parser and the like, but this is enough for a first run.
