128615 - Add "bugzilla.org" component to Bugzilla product

Our website is starting to get complex enough that we're starting to get bugs
filed on things that need to be fixed on the website just because it's easier to
not forget them that way.  Right now they're getting filed under the
Bugzilla-General component, but we really need to have them in a seperate
component to make it easier to keep them separate from bugs about the actual
Bugzilla product.

Component description:

The Bugzilla Project website ( http://www.bugzilla.org/ or
http://www.mozilla.org/projects/bugzilla ) and issues with any mailing lists
served under the bugzilla.org domain.

Done. Asa - I know you normally do this stuff, but I couldn't think of any 
circumstances under which you'd say no to this. If there's a problem, let me 
know ASAP.

It's been requested of me in IRC that we fix the component description to state
that http://www.mozilla.org/projects/bugzilla and http://www.bugzilla.org are
mirrors of each other, because some people are wondering why there are two
sites. :-)

On the other hand, maybe we should just remove the reference to
/projects/bugzilla ...  thoughts?

Also fix it to state it doesn't include the Bugzilla Guide.
