There are instances, when we just need to notify the people in the comments and don't want any information from them. In this case, a person tagging should be introduced (IMHO) other than the already existing needinfo.
adding somebody to the bug's CC list is generally the way to do this.
I agree. Adding people to cc is the right way to do this.
