1286651 - Switch the Default Browser prompt to a global notification bar

We want to revisit the global notification bar approach for default browser prompts.

The first step will be getting it back in to the Firefox tree as well as enabling it, either through funnelcake builds or just for everyone while we evaluate what changes should be made to increase the conversion rates.

Putting this on hold until we have the full UI spec for what we want to do with regards to showing the notification bar and other interactions that will improve this past what was released when this was first implemented.

Since we want this to be data driven, the goal should be to enable this where it's actually going to give us data to decide if it's what we want to actually ship. Maybe that involves turning it on in Nightly, though I'd suspect only enabling it for a funnelcake is better. I do not want to repeat bug 951627 / bug 1086958, where a change landed without a plan for looking at its impact.
