We don't block VGA drivers at the moment. Some of them will fail because they can't get a display and others will inflate the failure IDs of blocklist. In particularly we often cutoff drivers before mid-2009 which will blocklist a lot of VGA drivers.

We should explicitly detect VGA drivers.
