Details

Build 2002022603 on Windows 98: 1. Press Ctrl+T in a browser window About 50% of the time, rather than a single new blank tab opening, two blank tabs open.
Perhaps your key-repetition rate is set a little high? On linux, if i keep pressing ctrl+t for some seconds, i have 20 new tabs before i know it.
Nope, I have not changed any such setting, but the behavior has changed from previous versions. Perhaps an internal threshhold changed?
Summary: Browser open two tabs → Ctrl+T opens two tabs
wfm on 2002030108/Linux .. i agree with R.K.Aa that this problem is caused by key-reprtition.
