Steps to reproduce:

1. Have one "new tab page" tab open
2. Click forget button (clean interval doesn't matter)
3. Firefox reopens with just the home page tab
4. Directly close Firefox
5. Reopen it


Actual results:

The browser launches with a blank "new tab page"


Expected results:

The browser launches with the home page tab.

I've been unable to reproduce this issue on Firefox 50 so I'm closing this.

Ok there is still a way to reproduce this.

1. Clear all history with "clear history" dialog.
2. Immediately forget history with "forget button".
3 New Window opens. Close it immediately.
4. Launch Firefox.
5. An empty new page appears.

I haven't been able to reproduce on Firefox 54.
