I don't think this should be a priority, so P5. Maybe it should just be wontfix. Stephen/Philipp, I don't recall us ever having a plan for what to do in this case beyond what we do now (which is not showing the overflow button or its panel). This means that if you have loads and loads of buttons and/or the window width is very small, you can't edit the order of the buttons.

We talked about this when we were implementing it and decided to leave it as is. Overflow is mostly designed to address the transient issue of a resized window hiding some of your controls, not as a permanent place for extra stuff. We have the application menu for a permanent place for extra stuff. You can certainly use it that way but it is going to have this drawback. You could solve this by allowing horizontal overflow sort of like we do for tabs. But I am not sure it's worth the effort or additional UI complexity.
Unless I'm misunderstanding, what the reporter is requesting here is exactly what we ended up shipping for Photon/57. We now have a means to add icons directly to the overflow menu via customize.
