The UI of the side panels differs from main panel to main panel.
Sometimes they are aligned with the main panel's toolbar (e.g. in the Inspector), sometimes they are below the toolbar (e.g. in the Style Editor) or even further down (as in the Performance Tool).
Sometimes they have tabs/headings (e.g. in the Network panel), sometimes not (e.g. in the Storage panel).
Sometimes they have a toggle button (e.g. in the Debugger), sometimes not (e.g. in the Console).
Sometimes there's an animation when you click the toggle button (e.g. in the Web Audio Tool), sometimes not (e.g. in the Network panel).

This UI should be unified, so it looks and behaves the same across the panels.
