Actual results: All windows close, but icon stays active/running in Mac Dock. Expected results: All windows should close and icon should NOT be active/running anymore in Dock.

I'm not finding a duplicate for this in https://mzl.la/2dimQlm but I could swear I've seen this reported before. jsherk, does this happen with Thunderbird started in safe mode?

I have only tried safe mode a few times, but have not seen it happen in safe mode yet.

I have seen this too. I often must use force quit
If it's active in the dock, does that mean Thunderbird is hung?
No. Out is still active if you don't close it. I think a process it's still running in the background. And TB still crashes daily for me. I have sent in about 100 reports
I created a new profile and copied over the files below and the problem still occurs for me in new profile. Mail directory ImapMail directory Prefs.js (need to search/replace old profile name with new profile name) abook.mab Address book history.mab Address book cookies.sqlite Lightning permissions.sqlite Lightning calendar-data/local.sqlite Lightning key3.db Passwords logins.json Passwords cert8.db Passwords chrome/userChrome.css Custom CSS settings
As a further note, when it stays running in the dock after choosing Quit, even though there are no windows (Show All Windows brings up none), it will still retrieve messages and you will hear audio notification when new email arrives and icon will change to show new message. Upon force quit and then restart, the messages retrieved are in the Inbox. So it appears that the process is not hung as it is still running properly, there are just no more windows.
Swtiched to Windows now, so not sure if this is still an issue or not.
