Browser Site Navigation Bar appear, but no buttons are active.

Reproducible: Sometimes
Steps to Reproduce:
Open a page that should open this bar, for example, home.netscape.com

Expected Results:  This bar should function as in previous releases.

I can confirm this with build 2002030103 on win2000
I think the problem occurs with <link rev="made">

WORKSFORME in a fresh linux build.

I don't know if it was a manifestation of bug 127557, but it works correctly now
with build 2002030403 (win2000)

Almost certainly the same bug.  Duplicating.  Reopen this bug if it still
happens on a new build.
