Details
In the libopus 1.1.3 release, we clarified that PLC packets can also be 2 bytes. This bug is about checking the firefox and webrtc.org code to verify it handles this case.

Actually, this should not even depend on 1288091 since 1.1.2 will (in the case of 40-60 ms hybrid) already emit 2-byte PLC packets.

I can't find the change the release notes refer to. Jean-Marc, could you clarify where the new documentation is, please?

The change is just doc-only. The behaviour has not changed. The commit is: https://github.com/xiph/opus/commit/1c311423c86b89eba27a494e17c79fefd7d75ab0
