Steps how to reproduce with English SeaMonkey 2.45 (Windows NT 6.1; WOW64; rv:48.0) Gecko/20100101 Firefox/48.0 Build 20160714190830 (Default Classic Theme) on German WIN7 64bit:
1. Browser → F1
» Help appears
2. Type search string "export" → Click hit
"Exporting or Importing a Bookmark List"
» Related Help appears
3. Click TOC "Bookmarks" → "Exporting or Importing a Bookmark List"
Bug: "... file named bookmarks.html" is not true!
Bookmarks are stored in "places.sqlite"(? I am not sure) or so,
but definitively not in "bookmarks.html"
So the complete chapter needs review and correction.

The patch in bug 588191 removes the part which says bookmarks are stored in bookmarks.html.

Still REPRODUCIBLE with installation of unofficial (by wg9s) De SeaMonkey 2.53.13 beta 1 pre Mozilla/5.0 (NT 6.1; Win64; x64; rv:68.0) Gecko/20100101 Firefox/68.0 Build 20220608203253 (Newly created User Profile Default Classic Theme) on German WIN10 64bit
