The ICE working group is working on picking a global bandwidth limit. We currently limit at 128kbps, they are considering a higher value (Chrome is at 250kbps). Our low value might be causing us problems.
FWIW, we're seeing maybe a 2% rate of reaching the present short-term limit in telemetry. It does not seem to be higher in failure cases, so it seems unlikely that it is actually bringing the ICE success rate down.
P2, but likely trivial to change if that's what we want to do. If Chrome is using 250K we likely can as well

I'm not concered about one PC, I'm more concerned about having two (or more) start at the same time. See Hello. Also, after more discussions, the (recommended) formulation of the checking pattern might change as well. I'll provide an update when I have more information.
