CI: Mark test suite failed on treeherder if any tests are skipped (except for the 'non-docker' suite)

Details

When the test suites are run in the CI, mark the suite as failed if any tests are skipped. Make an exception for the 'non-docker' suite however, because during that suite any tests that require docker are skipped, and we don't want that alone to cause that suite to be marked as failed.
