Steps how to reproduce with official English SeaMonkey 2.47a1 (NT 6.1; Win64; WOW64; rv:50.0) Gecko/20100101 Firefox/50.0 Build 20160722004252 (Default Classic Theme) on German WIN7 64bit:

1. Launch Browser → <f1> for help → Search Help for "Password Manager"
→ click first hit "Password Manager"
» Heading "Password Manager" appears (next heading is
"Privacy & Security Preferences - Master Passwords")
Bug: description is concerning 2 Password Manager TABs named
"Passwords Saved" and "Passwords Never Saved", which have gone
long ago sometime before SeaMonkey 2.5. with the standalone
        Password Manager

a) We will need a new Help text
b) Help in passwords_help.xhtml will have to be updated based on (a)
c) Typo "... again. In addition, ..." (missing blank after dot) can be corrected
   "by the fly".
Reproducible on 2.48a1 (comm-central, build 20160802141413)

I'm not familiar with how the password manager works. (I've been using LastPass for a while.)
