+++ This bug was initially created as a clone of Bug #1169184 +++
Core support for the Content-Language: header was added in that bug which can be used to keep track of the language in draft messages. Bug 1169184 implemented the application-specific changes in MsgComposeCommands.js for Thunderbird. The task for this bug is to port the respective changes to SeaMonkey, however, this is not a straight port due to differences in the implementation.
