It can be useful to know "what is the current state of the rules for channel X". Most recently, this has come up when we've added new watersheds and busted some QA automation. It would be helpful if we exported the Rules so that people could self serve this information. We probably want to export a set that applies to each Product+Channel, and order them by priority. I'm not sure where we'd put them. In an ideal world, this could be done through a public API, but that doesn't exist yet. Maybe they can just go on S3.
WONTFIX'ing this because it is unlikely to get fixed independently. We will be implementing a public API at some point, and that's where this will belong.
