We have three apps that are just placeholders for helper code. Let's just have one. Using elmo_commons as that has a non-empty models.py, even though it's an abstract one, so it'd be easy to move, too.
github outage means that my push didn't comment here. This is fixed by https://github.com/mozilla/elmo/commit/905dd8b131fe15694377a8cb077e658efd2ff3cb
