1289905 - Use a better mechanism for messaging for TalosPowers

In bug 1287938, I added a new event / message thingy to TalosPowersContent to let tspaint_test.html do some privileged stuff (in this case, to get the nsIAppStartup info).

I can see that this is going to get unwieldy pretty quickly. avih worked on a framework[1] for more easily adding commands to TalosPowers. We should use that.

It was done, but at bug 1189901.

Regardless of where it was done, IIRC the purpose of _this_ bug was to move the custom messaging implementation which landed at bug 1287938 to use the more generic one which recently landed with bug 1189901.

As such, I don't _think_ this bug should be resolved.
