129053 - Bottom Frame Should Be Rearranged

Link to bug 129052.

Restore prior usability of bottom frame icons by moving mail icon to extreme
right. So, switch the right side icons to the left side, and switch the left
side icons to the right side, moving the envelope to the extreme right end.

If this bug is about the mailnews toolbar, moving the envelope image to the 
right side of the toolbar was also suggested as part of 77871.

Re: #2: I don't see any such thing in bug 77871. Mention of envelope pertains to
a proposed animation during email download. This bug is about notice that email
awaits fetching.

Re: #1: This is a Mozilla bug, not mailnews, not browser, not composer, not
address book. The left bottom frame is the same whether you have any of the
primary task windows open. Envelope is always not at the extreme end, which is
where it should be to be really useful. Padlock in extreme lower right corner is
a waste of prime screen estate.

um... the padlock has been on the bottom right in all netscape and Mozilla
builds for years now (6 years?  more?).  Moving it should not be done lightly --
users are _very_ used to looking for it there.

Please visit parent bug 129052. Note there is a screenshot there. That
screenshot shows portions of the lower frame for Mozilla, Communicator 4, and
Netscape 3. Communicator 4's padlock is at the lower *left* corner, so users who
still haven't yet been able to switch entirely from Communicator to Mozilla are
not used to finding it at the lower right.

The padlock serves no purpose unless the browser is the active window, unlike
the incoming mail awaiting notification, which in Netscape 3 serves a purpose
even when it is the only portion of any Netscape task visible on the screen.
