Details

This pref still remains even though it has no effect anymore. It will only confuse users (see bug 1289580 for example).
This pref still does have one important effect: for non-Firefox apps which still use plugins (which may include Thunderbird and/or Seamonkey), it changes the behavior of the addon manager to hide the "Ask to Activate" plugin status in the UI.

I don't know whether that's still needed, but we can't remove it without verifying and fixing up the addon manager UI code.
