Details

For the removal(or not, or partial) of download dialog(save/open with) mentioned in bug 1270418, we might need to add telemetry to more clearly understand what user act and their need in a quantitative way (User Research). Related discussion and telemetry patch will be track and attached in this bug.
For the concern of sample bias which I raised earlier, today the UX team indicates this should not be a blocking issue. I will keep it posted once user research team update any important info about bias, which would affect the telemetry design.
Set priority to P2 because we're going to implement probes in the future (FFx 51 or FFx 52).

Useful info from user research team: "There are a lot of biases in the data that we collect, but unfortunately that's the limitation of working in a privacy-sensitive environment. If you give me more information on what you're looking to analyze, I can be more helpful about how to potentially debias the sample."
Resolve as WONTFIX for now as UX designer is still evaluating Telemetry's necessity. Please reopen the bug once UX designer confirmed to implement.
