Currently, it is not possible to add a bookmark in iOS 10.

This issue might be specific to iPads. I've tried on an iPhone 6S running iOS 10 beta 4 and I couldn't reproduce but I could reproduce on an iPad mini with the same OS
Looks like it. I had to swipe the menu to reveal the item as the menu is currently broken.
