Personally I am using FxA data to look at engagement rates. This might provide some insight.

Note we are also actively working at improving it. On the table now is looking into differentiating different types of multi-device users. (e.g. those that added a 2nd device within 7 days of signup vs someone who added a 2nd device at any point after signup)
