Open Edit/Preferences/Privacy&Security/Passwords, then click Manage Passwords,
then click either OK or Cancel. 

In either case (and this seems to be true for any modal dialog opened from
within any other dialog), what you expect is to return to the parent (Prefs)
dialog as the active window. What happens on Windows 2000 is, the Prefs dialog
goes behind the window that was active before you first opened the Prefs dialog,
and that window becomes frontmost. Very confusing.
